Softpedia is an official download portal, and often more regularly updated than the MU Catalog, as you can see HERE. The MU Catalog also only tends to have barebones drivers with no installers or accompanying software that may come as part of the driver package, Softpedia does

Secondly regarding drivers, I use 
to get my drivers direct from manufacture but have had a couple of 
problems with missing chipset drivers in the past by doing it this way, 
downloading from manufacture has solved this.
Also it appears realtek no longer update the hd audio driver no more as it's a old version on there site.
But
 again this is my point regarding slow updates, if say I go to msi for 
example and choose one of there a320 chipset boards they have upto date 
drivers that match the version on the manufactures website.

Thirdly my last problem I'm still trying to figure out is the power management.
I have the a320m-hdv board with a ryzen 3 2200g and changing power plans does not have any change on the processor speed.
I have high performance, amd ryzen balanced, normal balanced and power save.
I would assume selecting high performance the processor should run at full power but it doesn't.
The amd ryzen balanced is suppose to idle at 90% but it doesn't. 
Basically my processor idles at 1.5ghz no matter what power plan is selected which suggest to me it's not working.
In the past I've always set up all my computers to high performance and they have always ran 100% (verified by cpu-z).
I like it that way, my computer is only on when I use it so don't need to power save.
I mainly use my computer for photo editing with Adobe lightroom but also do a little light gaming.
Since
 having this new build I have a occasional lag within lightroom that I 
believe is down to the processor constantly changing clock speed. Every 
so often I get the blue circle and lightroom says it's not responding 
for a few seconds then comes back to life. It's kind of annoying as my 
old build does not do this.
I've even fresh installed Windows 10 on the old and new build in the exactly the same way with only lightroom installed.
Only difference is the old build when I select high performance power plan the cpu actually stays at 100%.
The old build has a amd Athlon  x4 641 cpu with half the amount of ram and just seems to perform better.
I feel as though I've just wasted my money.

 That is a long wait? I'm not sure why you had to wait so long a quick 
check on the A320M-HDV page shows firmware updates have been coming 
pretty thick and fast, every couple months or so. In all honesty you 
haven't missed anything with AMDs AGESA 1002a it was very, very buggy. 
The latest 1004C from AMD is very solid though.

2. Realtek do release updated drivers still bizarrely not on their website though instead you can find them HERE. Personally I've never had an instance where the drivers coming direct from source have been missing parts.

 That is odd, I've never heard of a power plan issue quite like that. 
Not owning a 2200G I'm shooting from the hip a bit here but some 
suggestions;

- Set power plan to high performance in Windows > click "Change plan settings" > click "change advanced power settings".

- Go to "Processor power management" > scroll to the minimum and maximum processor states, are both of them set to 100%?

Secondly, download firmware 3.4 and 4.9 from HERE
 If you are already running firmware 3.4 then skip downloading that and 
download 4.9. Extract the archive and place the firmware image on a FAT 
formatted USB stick, reboot, enter the firmware and update to 4.9 via 
Instant Flash. If you aren running a firmware older than 3.4 you MUST 
update to 3.4 before updating to 4.9.

If the above doesn't work theres a few more things you can try search the firmware for and change the following;

Increase shared memory to at least 1G (if nothing else you'll have a smoother gaming experience)
See if you have a C6 mode option in the firmware, if so disable it
Look for an option labelled PSPP (PCIe Speed Power Policy) if you have one, set it to "Performance"
Look for the HPET Table option, disable it

Let me know how that goes.

So
 in response to all of this I can confirm I already have bios version 
4.90 this is the update that came out 9 days ago with the agesa update 
1.0.0.4
The last agesa update to my board was back in march and was 
only 1.0.0.1 which still had these gpu problems, according to amd forum 
they were fixed with amd agesa update 1.0.0.2 which is what I keep 
saying about other manufactures applying the update to there boards 
april/May time.
So asrock released agesa update March then September 
that's actually 6 months I had to wait for this update to fix my 
problems and I can confirm that now using the latest bios version all 
gpu glitches have now gone but I still have this annoying power 
management problem.
My high performance power plan is at min/max cpu state 100%, that's not the problem
My gpu shared memory has always been at 1gb 
I don't have any c6 state options in the bios.
Pspp is already on performance.
And HPET is already disabled.

Still Windows power plans have no effect what's so ever.

Hmm, your issue is beginning to get mysterious at this point. Have you kept Task Manager open to monitor CPU usage to try and identify anything using an unusually high amount of CPU cycles at these "stalling points"? Do these stalls only happen when editing or when gaming as well? I'd also remove any chipset drivers you might be currently using and download the chipset drivers from amd.com. It would also be worth running HCI memtest and a BOINC scientific project to check CPU and memory stability just to make sure theres no problems there and check what your CPU temps are when these stalls happen as the CPU might be throttling itself. You could also try disabling CPB and manually setting CPU frequency and voltage in the firmware to see if that makes a difference.

I don't think you quite understand what I mean.
Changing power plans should effect the state of the processor.
My processor is rated at 3.5ghz, so if I choose the high performance power plan my processor should stay at 3.5ghz.
If I then choose balanced it should fluctuate in frequency as cpu power is needed.

That is not how my new build works.
My processor idles around 1.5ghz and jumps to 3.7ghz when needed.

No the problem is it operates in the way no matter what power plan I use, basically it has no effect and that is not how it's suppose to work.

In regards to the cbs setting and manually setting a frequency, I cannot do this and I believe it's a restriction of the a320m chipset.
