200GE, b350 fatality itx stuck p0 w. p-state oc.

   Everything is running latest version.
Have a 200ge in a asrock b350 fatality itx mobo.

Mobo has an fsb of ~96/97 mhz, which shaves off ~100 mhz of each core. So i thought i'd just oc it a bit.
But no matter which method i use, ratio or p-state, i end up with a cpu that appears stuck in the p0 state, not engaging p1 & p2 at all.
On stock everything is fine and p1 & p2 is engaged as normal.

Ideas?
