IMB-180 Haswell Gaming System

I have a IMB-180 which is a socket G2 board.
I has a DC in and here are the power specs.
Input PWR
Power On
DC-in 12V~19V
AT/ATX Supported
AT : Directly PWR on as Power input ready
ATX: Press Button to PWR on after Power input ready


Can someone help me understand.   It has a 4Pin 12v for CPU and I am assuming that means I can take a ATX PSU and connect the 4 pin here. Now do I still use the DC Power for things like CPU/Chassi fans, USB, etc. or is that no longer necessary. And if I am using ATX power supply what do I do with the 24 Pin. Will it turn on with just a 4 pin connected.
