x670e Steel Legend Step Up/Step Down

   Is there no step up/step down feature on this motherboard? I'd really like to stop my CPU fans from going crazy when my processor spikes (7800x3d) after opening a game or a program. It settles itself out after a short bit but it'd be nice to just set a much smoother reaction time.
