X999 Tachi Fan not Speeding up

I've got a big problem with the fan speed of CPU cooler:

When im trying to stresstest witch Cinebench, the temperature just keeps rising, the fan stays the same speed. The result is a complete freeze when i don't stop the test.

I've tried setting a Custom Fan Speed, but the same problem occurs when using the "standard" option.
The fans of the AIO are connected to the Cha_FAN3/W_Pump Fam Header, doe to the layout and a short cable.
Also, the fans are not the Problem since I can set them to run at 100%.

Any help is appreciated, thanks in advance.

System specs:
CPU: Threadripper 1920x
MB: X399 Taichi
Cooler: MASTERLIQUID ML360 TR4 EDITION

I don't know how to edit so a view more things

The Cha_FAN3 is set to monitor TCtrl and the mode is set to Cha_FAN instad of W_Pump

Some Software specs

- Bios: 3.90
- OS: Win10
- Same result with and without A-Tuner, just with added a few extra problems that could be solved with a reinstall
