Rack - E3C236D2I Unable to use SATA0

Im using the asrock rack E3C236D2I. I know the M.2 and SATA0 have a shared PCI-e lane. I am not using the M.2 drive. I cannot use the SATA0 and refuses to aknoweldge there is a drive connceted.

The manual states:
"The M.2 slot (M2_1) is shared with the SATA_0 connector. When M2_1 is populated with a M.2 SATA3 module, SATA_0 is disabled." But the M.2 slot is not populated.

In the storage section I noticed this:
"SATA/M.2_SATA Mode Selection
Identify the SATA/M.2_SATA port is connected to Solid State Drive or Hard Disk Drive.
Press <Ctrl+I> to enter RAID ROM during UEFI POST process."

This kind of freaks me out, I dont want to RAID my drives, they have data on already, so I discconected them and tried this by enableing RAID mode saving and pressing Ctrl+I at post, but it cycles back to bios and doesnt recongise my input.

How can I get SATA0 to function?
