Now I am really confused. Is there anyone else here who uses AB350m Pro4 and is able to run 4x4gb or 4x8gb RAM sticks without them being downscaled by the motherboard?

I run an AB350m Pro4 with 4 sticks of 8 GB DDR4 3200 MHz ram (Gskill F4-3200C16D-16GVKB). I'm currently running stable at 2666 MHz. By default, it will probably be set to 2133 MHz. You can apply the XMP profile and instead of auto select a higher frequency. Then keep moving up until it is unstable and drop it back down one. That's about the easiest path.

I just like to point out again that everything above the specified speeds is hit-or-miss.

Some guys may run high speeds on 4 sticks, some guys may even fall-back to JEDEC speeds or even single-channel.

Your mileage may vary. I know it's not a definitive answer but at the end of the day it's pure luck. Thumbs Up
