Changes in BIOS not reflected in Windows

I hope I'm posting in the right place. I wasn't sure if it should be under Tech Support or Overclocking. But, to begin with I'll go ahead and let you know what I'm working with.
Asrock Fatal1ty 990FX Killer AMI P1.50
AMD FX-8370E
MSI GeForce GTX 960
2x4gb Corsair Vengeance CMY8GX3M2A1866C9
OCZ-TRION150 SSD 250gb
ST500LX012 SSHD 500gb
ST3500418AS 500gb
Corsair H50 Liquid Cooler
EVGA 650GQ PSU
Corsair K70 Gaming Keyboard
RAZER NAGA Gaming Mouse
Win 10
Hopefully I have covered everything. So, the issue I'm having is I get no effects from anything done prior to OS loading. X boost, don't work. Any OC changes that are made, don't work. Whether they are manual or pre-configured. So, could someone be kind enough to enlighten me to what it is that I'm doing wrong. I've even went as far as trying AMD Overdrive and any change made results in either a black screen or my pc freezes. And it can be the smallest possible change. Everything is brand new (other than the keyboard and mouse), I've only had it up and running about a week now. So, could someone please help? Any other info you need just let me know. Thanks in advanced.

Is it booting now at stock?

You say "black screen" and my initial knee jerk reaction is to immediately ask the above.


DO NOT update/flash your BIOS until you find out whats causing this instability.
