Freezing on logo screen when connected to 4080 GPU

I am really struggling here and have been trying to solve this for at least 2 months. The issue is my AsRock 670e Steel Legend won't boot up when connected to my GPU (4080 Super). It either freezes at the AsRock logo (can't enter BIOs) or freezes with the little dash at the top left corner of the screen. It works perfectly fine when connected to my through the iGPU (AMD 7800x3d)

I have tried resetting CMOS a bunch, bought new cables from Cable MOD, removed all USB components, reinstalled windows and much more.
Let me break it down through a timeline (sorry if it's too long)


October 1st: My 4080 died on me. I sent it in for a replacement. Before that it was working fine for a year.

October 14th: A replacement 4080 comes in, still doesn't work. I take my PC to a PC Repair Shop. The guy updates BIOs from 1.21 to 3.08 and reinstalls Windows...still doesn't work. Says the GPU is also bad (tested on other PC's).

October 29th: My 2nd GPU comes in, this time a 4080 Super.

October 30th: PC Repair guy says, it still doesn't work, looks to be your Mobo. I pay him.

November 2nd: I buy a new (different) AsRock Mobo, same scenario...weird, I know.

November 3rd: People online telling me it's probably a bad PSU, so With the new AsRock Mobo installed, I buy a new PSU (Corsair RM1000e). Same one I already had, just new in box. Still doesn't work.

November 11th: I take it to a more professional PC Repair shop who works on gaming rigs and high end stuff. They confirm my original Mobo (670e Steel Legend) is fine. Other older GPUs are working fine on it, just not the 4080 Super. They test the 4080 Super on 2 other PCs (Intel processors) and it works flawlessly on both.

November 14th: The guy says he is lost and not sure what the issue is. He tested a completely different PSU, same issue. Different RAM sticks, SSD... still not working when connected to GPU on the Steel Legend. He also updated BIOS from 3.08 to 3.10. Says this might be a VBIOs issue with Zotac and tells me to send it in again. Says my CPU looks fine after examining it... I had to pay him for days of troubleshooting.

November 20th: RMA approved again....sent the next day.

December 17th (today): Get the new GPU after a whole month... Still doesn't work (was expecting it). I then downgrade BIOs from 3.10 to 2.10 as I hear that's more stable. Same issue.



I have spent well over $1,000 on new PC parts and Repair shops and have got nowhere. I am seriously stumped. Anyone who can help, you're a blessing. Here are my specs:

Mobo: AsRock 670e Steel Legend
CPU: AMD Ryzen 7 7800 X3D
GPU: Zotac 4080 Super
Memory: Corsair DDR5 32GB (16GBx2)
SSD: Samsung 990 Pro 2TB
PSU: Corsair RM1000e
