I've been using my PC for over a month now with no issues at all. But there's one thing that's making me feel worried. My ASrock Z170 Extreme4 does this whenever I unplug the power cord from the power supply and plug it back in again : Press power button > Starts > Shuts off for 2 seconds > Starts again > The LED on the board shows random numbers shuffling > Starts normally. Now the whole process takes 10-15 seconds , maybe less. Here are my specs :

The numbers on the LED display are not random. Your board is just doing start up diagnostics. If it fails any of the diagnostic processes then the LED display will stop on the code for that stage. You can then refer to the installation guide for your motherboard for the "Dr. Debug" list of error codes.
I have nearly the same board, and it also does the diagnostic, then reboot before starting normally if the computer is completely disconnected from the mains. I believe that is a normal process. When I did the first start up after assembling my PC, the start-stop-start had me worried at first, but it seems like it's supposed to do that. If the PC is shut down normally but still kept plugged in (and thus in vampire mode) it doesn't seem to need the double boot with extra diagnostic stage to get started.

Paralipsis is right, this is a normal function of the board. After any power loss event the board will run a quick diagnostic to ensure no damage was incurred then restart and boot as normal. Obviously the board is not intelligent so the only way to implement the feature was to make it happen every time the board loses all power.

Just a quick update for y'all. I've updated the BIOS to the latest 1.80 and now it boots instantly (without the turning off and all that). Thanks ASrock :) .
