I had the same issue a couple months ago. I returned the Toshiba M.2 drive and bought an Intel 600P so now the Samsung 960 EVO works great in M2_1 and Intel 600P in M2_2.

So, I got in contact with Asrock Tech Support. They suggested to check on the latest firmware on the drives. Unfortunately this did not the trick for me, because it´s already the newest installed on my drives, but maybe worth a try for you other guys having the same issue.

Next Update: Issue solved. BIOS update provided by ASrock support solved the problem. I´m running on 2.33. Just wanted to try it out and see if it works and didn´t wait for the official AGESA 1.0.0.6 update for the Taichi.
