When OC stuck with multiplier 22x in windows

I've finished my new build recently.

1800x, Taichi and 2x16gb Trident z 3200 CL 14.

When I tried to oc (tried different methods and values, fix oc and pstate), but no matter what I try it will boot just fine and show in the resource monitor the oc of 3900mhz value, but hwinfo will show that it's running with 2200Mhz (multiplier 22x). This won't change with load. In cinebench I'll get a score of around 8k (stock around 17k).

Can someone give me a hint what I'm missing?

Edot: I forgot to mention that I'm running on firmware v. 2.4

I have a b350 board but had the same problem.  If I changed the pstate 0 voltage above stock value it would down clock the processor to pstate 1 value.  So my 1700 would run right around 2200.  no matter what I try it happens.   So recommendation is to overclock to whatever Freq you can without changing the voltage in Pstate0.  Hope this helps.
