Motherboards power ditribution issues

   Hi, i bought a Asrock Z97M Anniversary mother boards on amazon in october 2014, once i unplugged my mouse and usb port came out with it so i got it replaced by amazon in march 2015 but now when i turn my computer off it sometimes doesnt turn off completly, screens go black but the power buttons light and cooling fans stay on so i assume that motherboard is broken and doesnt cut off the signals/doesnt distribute the power properly as it also sometimes doesnt recognize some of my usb devices.Any suggestions ?
