New pc build wont recognise usb flash drives

Hi I've just completed my new pc build with the fatal1ty h170 performance mobo and installed windows 7 through a usb boot as my build does not include a disk drive. My usb mouse and keyboard both are recognized in the bios and in windows but for some reason my usb ports (3.0 and 2.0) wont recognize any usb flash drives or external hard drives in windows 7. 

I think its a driver issue but I'm not sure how to install drivers for my motherboard if I can't recognize the usb with the drivers on it. My LAN also doesnt have a driver installed so I can't download them with my ethernet cable, even though the light is illuminated when plugged in. Is there any way to install the drivers without buying an optical disk drive? Any help would be greatly appreciated!

Edit: I've also tried using the Easy Driver Installer tool in my bios which states "For users that don?™t have an optical disk drive to install the drivers from our support CD, Easy Driver Installer is a handy tool in the UEFI that installs the LAN driver to your system via an USB storage device, then downloads and installs the other required drivers automatically through the internet. Completely no CD or optical disk drive required!"

Unfortunately this didn't seem to resolve the issue

Are your USB controllers coming up without a driver (question mark) in device manager? Did you try different ports? (on-board, via header to your case, etc?)

In response to your question... one way to do it is mount your hard drive with the OS on another PC (not booting from it) and then place the USB drivers for the new PC on it
