Problems with instant flash bios update

So, I decided to get a better looking case than the one I already have. I got the h370m-itx/ac for my i7-9700. I put everything together to just test to see if everything "turned on". Everything did, so I started to attach it to my monitor, and it didn't display anything. I knew it was the bios update due to my research on the needs of the motherboard compatibility with the CPU, and knew that it needed the bios update with an instant flash. The problem is, it won't let me use anything USB. The USB ports are perfectly fine, I plug in my keyboard and it lights up for a few seconds(if not less) before turning off and not responding. I have tried it with multiple keyboards, some not even lighting up. All on every USB port, even using case USB ports to try and do anything. I don't know what to do. As well as needing to update my bios, I feel like i'm doing it wrong due to the fact that the file inside of the h370m-itxac(4.00)ROM is called h37MI(or L idk)A4.00. It isn't a ROM file, and I don't know if something is wrong with my motherboard or what. Because I cannot get it to work on any USB ports. And that is a problem due to the fact that it won't even display without the bios update that I cannot get due to the USB things.
