Very hard to know what the problem is.

Windows Sleep, or really waking from Sleep, can result in all kinds of data used by the hardware in a PC to be corrupted. For example, the CPU multipliers used to set the CPU core speeds can be different after waking from Sleep.

The Dr Debug display in the Z87 OC Formula, does more than simply display the POST codes, as you know. I have this board too.

I don't think this is a big problem. Whatever controls the Dr Debug display seems to become confused when waking from Sleep. Windows 10 might be related to the problem.

Personally, I only use the Dr Debug display for the POST codes when the PC starts. Since the board is in a PC case, I don't see it unless I remove the side of the PC.

Do you use the Dr Debug display when running Windows?

I doubt installing Windows 10 again will solve the problem.

Even if it did solve the problem, will you really know what the reason for the problem is? All you can say is a new Windows 10 installation fixed it. But what really was the reason and fix? You won't know.
