Z170 Extreme 4 problem with start/restart

Hi,i have a problem with the start up of the system.

if the system is turned off for a long time there aren't problems to boot otherwise it turns on for 1 second, off for the next two seconds and after hand normally.
After the boot it remains in the screen of motherboard (the written asrock with buttons F2,F11...)
for about two minutes before starting the os.Is it normal,also having a ssd?

If I want to restart or simply press the reset button of the case the PC doesn't restart.It does the same procedure of the start.it turns on for 1 second, off for the next two seconds(this time for two times) and after doesn't start.


When i turn off the pc
the os closes normally without problems.The fans connected to the motherboard remains on along with the start button, reset, and the small screen of the motherboard.
I have to force closure.

How can I fix the problem?

What BIOS version are you using now?

What version of Windows are you using?

Did you install Windows on your SSD, as a new installation for your Z170 Extreme4 board, or have you used the Windows installation with another board or PC?

How did you install the drivers for this board? Did you use the disk supplied with the board, or did you download the drivers from your board's Internet page on ASRock's website?

Do you know if the INF driver ver:10.1.1.12 and the Intel Management Engine driver ver:11.0.0.1183 were installed?

If you check Windows Device Manager, do you see any entries that have a yellow '!' next to them?

Did you try clearing the BIOS/CMOS?

What model of SSD are you using? This is the Windows drive?

BIOS version P2.80
Windows 10 64bit
Installed on ssd as new installation and formetted the old hhd with windows
I use the disk supplied with mobo for install drivers
INF version 10.1.1.9 , i can't install ME drivers says unsupported device
No one device with !
No, i don't try to clearing cmos
Samsung evo 850 with windows+drivers
