AB350 PRO4 turn on when plugged on, no display

   Alright let's get to the point here,the specs are 
1070 ti
Ryzen 7 1700x 

On testing with 3000g it's still not displaying anything
Here is a video on the 3000g testing notice how it's instantly power on when I switched the psu power  button 
Any idea? I can do some micro soldering and I refuse to throw a perfectly repairable motherboard.
