U.2 used as pcie x 4?

I have the adapter listed below with the cable below that.  I have an asrock taichi x399 which mentions that the M.2_2 slot will be disabled if you use the U.2 connector.  I don't have anything in any of my M.2 slots- but am still not seeing the card in unraid or windows if I have it connected that way.  I do have the additional power connected to the adapter and do see things power up if I plug in a usb peripheral but the device is not recognized.  I am also not seeing any options in the bios to enable or manage the U.2 settings. 

I have all 4 PCIE x 16 slots filled with GPUs, but from what I can tell, I should have the spare pcie lanes to use the U.2 connector to go to an adapter for pcie x4 and have it recognize it with no issues.

Can someone at asrock at least confirm that even with all the x16 slots populated, the U.2 should still be enabled?  Maybe point me to somewhere in the bios that controls if the U.2 port is enabled?  Please help!

I am trying to get a Sonnet Allegro pro to work over the U.2 port with an adapter to pcie x4......

Corsair 740 Air case

Asrock Taichi X399

Threadripper 1920X

Corsair 64Gb 8x8Gb 2933Mhz

Evga CLC 280

Evga 1Kw gold PSU

4x Evga GTX 960 SSC 4Gb (had them already- probably upgrade to 2XXX series eventually)

2x Plextor 512Gb SSD

2x WD purple 3Tb

isnt u.2 also known as sff8639?  Those 8643 minisas cables probably arent pin compatible...

got new cable and adapter- now using 8639 to 8643- made no difference.  Doesn't recognize the card.  I really think the U.2 is not enabled.  This should be a non issue.

I recently purchased a x399 motherboard. I am also looking to use the U.2 port to connect to my SSDs rather than having to use an HBA card. However, I am encountering the same error. The motherboard doesnt recognize the drives when they are plugged in via a mini-sas connector.
