Z97E-ITX/ac starts then goes to windows 10

   Lately I am having this problem where it boots up to Windows 10 and then the computer screen (on the monitor of course).. it flicks near the top and then suddenly the mouse is unable to move and then the computer starts (using a cooler master case and Corsair RM750) no face RAM just DDR2 and a 240gb SSD. I have used this for 2 yrs with 'ZERO' issues sometimes but it occasionally freezes up and then the PC clicks itself to restart and goes into a click sound loop of not starting again until I clear the CMOS. After clearing it it boots to desktop but after 1-2 hrs use it freezes again and I have to clear CMOS again. Please help. What can I do? no overclocking, using a i5 CPU with the built in graphics nothing fancy. Anyone there can suggest? Is this a windows issue or a Power Supply problem. I have been researching for months but cannot find an answer. This PC is for visually impaired person. Thanks
