I had the same issue with my X670E Steel Legend. The easiest way for me was to turn on the S5 Rgb state safe the bios boot into windows shut it down and then turn the S5 Rgb state off and safe the bios again. Since I done that I never had this issue again. Seems to me like a little bios bug.
