Z690 Extreme / i5 14500 help

   I have this board and I have assembled this with no GPU but the CPU fan doesn't even spin although the motherboard is lit up. The two CPU power cables are connected as well.
     What is the cause of this?
     Is this due to a BIOS issue?
     Help is much appreciated!
