Try a different PSU, preferably one with a single 12v rail. I didn't even notice
that you are using a BeQuiet low wattage unit (sub 700w). That thing is only 500w
and splits that 500w over more than one rail which means the GPU is probably not
getting enough power from that single 8 pin. It literally can only provide 18a per
rail which means it basically can only provide 200w per rail. Not good enough for
a 1070. The board with the 8pin power is likely as you suspected providing a bit
more power through the PCIe slot but the single 8pin on the GPU should be enough
to run the card if it's getting enough amps and the board is providing it's required
75w (which is the spec so it should be).

I'm gonna try that too and podt the results here, but right now I am using my friends motherboard and it's working perfectly with the same PSU. Will try to get one and try soon.
