PSU off and battery out for minutes.
And there is no boot logo.

I think you did not get me!!
I am talking about the Power ON Switch on the cabinet.
Turn off the PSU, remove the PSU power cord from mains supply and now long press the PowerON button on cabinet and hold it there for at least 30 seconds. This will clear any static charges on the board and overall system just in case that's responsible for this behavior.

I am not taking about battery out. Battery out will reset the BIOS which you have already tried and did not work I guess.

Its a bios problem nothing else!

What CPU do you have? One with iGPU? or a seperate videocard.
If you have a seperate videocard the onboard hdmi port doesn't work.

You can flashback to a previous bios but you have to prepare a bootable usb drive with fat32 and dos, Rufus can help you with that, see the instructions provided by ASRock.

I don't have a X470 Taichi board but I do have a X470 Master SLI one and I have flashed bioses when needed even a flashback but a flashback requires the old method video not required.

I have extra Geforce.

I looked into your boards manual, says nothing about flashback.

Just checked the main site and noticed they removed the instructions how to update/flashback your bios the old way.

Found this with an old board but might still work

at the bottom they mention how to do it (method2).

This is for MoBo's which have the flashback button at the rear I/O shield

My ASRock B650M Pro RS board has one.

AFAIK AM4 boards are missing this.
