My J3455B ITX can not start from time to time. No LED, no cooler of Power Supply, no boot. Or I see fast and alternately blinking Power LED and HDD LED after plug-in the 220 Volts connector to outlet. And no start after that.

Than I'm unplugging it from 220 Volts, wait 1-2 minutes - and it can start well by normal short press to Power button. Or try to push Power short-short-long pressing and it begin to boot. Factory reset of UEFI can not fix this problem.

What warning code does it mean - fast and alternately (1-2-1-2-1-2-1-2-1...... twice per 1 second) blinking Power LED and HDD LED?

I even change ITX-case and PSU from InWin 160W to Foxline 220W - but problem are same. From time to time (1-2 times per week) no start, no boot
Last FW 1.9.

Try replacing your SATA cables with new ones, bad SATA cables can cause issues.
Remove and reinstall everything on the board, RAM, drives etc. It could be intermittent
connection causing problems. Also clear CMOS by removing the battery and leaving
the system unplugged from 220v for 2 hours or so and see if that resolves the issue.
It could be an RTC error which can only be reset by pulling the CMOS battery
like I mentioned.

If none of that helps then try contacting ASRock Tech Support:
