x99x no power to CPU colle

Need help, I have a Fatality X99X Killer MOB, boots up fine but the Dr Debug LED used to show 99 all the time and I had no issues, also the little led below the M.2 used to light up now it doesnt, so now I have no power going to my CPU cooler pump through USB 4 plug, also the fans on the cooler go to fulll speed, I can use Corsair Link4 and can see the pump reporting back with 0 rpm, 

I pulled the PSU and the CMOS battery for a bit to reset everything, rebooted and same issue, updated the Bios (3.10) no change, system will boot into windows with no issues but soon as the temps on the CPU come up the system shuts down, i would blame the cooler pump but I have never seen the board shut down the DR Debug and the LED below the M.2, I did try to unplug the USB 4 to the CPU pump and still had the same issue (thinking maybe a short in the pump), any help would be much appreciated, i would hate to think the board is dead, it's only about a year old and has never been abused, Confused

i7 6800K
MSI GTX 1070
Crucial MX300
Velociraptor 500gb
Corsair Dominator DDR4 3000
Corsair HX1200i
Corsair H100i 

Had zero issues prior to yesterday morning, machine has been up and running stable with this build for over a year, no hardware changes have been made for over 8 months and the CPU cooler has been on the board since the board was new. Any help would be appreciated

How on earth did you update the BIOS on a non-responsive motherboard?

Or am I reading your first post incorrectly?

The board will post, I can boot into Windows just fine, problem seems to be that I loose power on the board after it posts, the Dr Debug LED will go blank (no leds) and the led light below the M2 will go out, when this happens (or before) my coolant pump has zero power going to it. During posting everthing seem to run normal, Dr Debug LED run fine up to the displaying 99 (which it has always done) and the M2 LED is lit. Im not sure if I have power supply to the coolant pump or not at this point but the fans on the radiator slowly start to ramp up as Windows boots.

I talked to the tech line line today, they are going to RMA the board, the light I am seeing that used to come on and is now going off is the BIOS LED, he said that for some reason the board is shutting off power to the BIOS and a few other areas.
