H97M Pro4 - No post, shuts off then tries again...

This is my 4th or 5th build but the first time I ran into problems.

Here's my build...
Intel Core i7-4790K 4.0GHz Quad-Core Processor
ASRock H97M PRO4 Micro ATX LGA1150 Motherboard (no speaker)
G.Skill Ripjaws X Series 16GB (2 x 8GB) DDR3-1600 Memory
Crucial BX100 250GB 2.5" Solid State Drive
MSI GeForce GTX 970 4GB 100 Million Edition Video Card
Phanteks Enthoo EVOLV ATX Mid Tower Case
Corsair CX 600W 80+ Bronze Certified Semi-Modular ATX Power Supply

Added a new hdd and a couple old ones I had. Put it together and the thing ran like a beauty for a couple weeks. I had ordered a couple Phanteks PH-F140SP_BK_BLED 140mm to put in the top of the case to go with the 2 in the front and one in the back. Hooked these 2 up to the PWN Hub as the others are. Switched the 4-pin to go the cpu_fan and the 12v sata power input plugged in to the power supply as the case manual says. Connected the actual cpu fan to one of the other fan pins (not sure which one) on the mobo. 

Went to plug it in not expecting any issues and got the dreaded burning smell immediately upon turning it on. Quickly unplugged it and disconnected the new fans and put everything the way it was. Fired her up and got nothing. Replaced the PSU with a CX750M (thinking I burnt up the PSU) and tried it with the new fans connected directly to the mobo. Nothing.

So my question is... what did I ruin? and how? The GPU does light up and fan starts running. So I'm hoping that is still good. The case fans (connected to the PWN Hub) run. My hdd are still good cuz I've since put them back into another computer just to make sure they are still good. I figured I've burnt up the mobo. Maybe the RAM. Very worried about the CPU since it's a pretty penny. What are my odds it's just the mobo? 

Any thoughts on direction I should take? Or maybe what I did wrong? I have lots of experience building computers but not much trouble shooting these issues as this is my first bad experience. Guess I've been lucky.

UPDATE 3/25...
Reordered the same MOBO and put it in... same result.
Reordered the same RAM... same result.

All fans (including the new ones) will power up. CPU fan powers up. Currently don't even have the GPU in it. All HDD are disconnected except the SSD. Doesn't seem to post. No video. No keyboard lights (works fine on 2nd computer). I've tried resetting the BIOS (short the jump and remove battery for 30 mins). Even changed the battery. 

When it powers on all fans will come on. After about 30 secs it shuts down and then tries again. It continues to do this. MOBO has no speaker so I can't hear any beeps if they are there.

I'm running out of ideas. Don't want to give in and take it to a repair shop. 
Any input is greatly appreciated!
