Also, the Radeon driver. It surprised me to find that it was the root cause of my powerplan issues........or the lack of ensuring the exact drivers and  up to date.

Sorry to bust a bubble, but I have build hundred of AMD rigs myself and I dont know how can you say bios 4.51 is good or stable when I reported at least 12 issues with it that are hardware/software configuration independent, and no the throttle issue is not solved a bit, tell your friend that "build hundreds of AMD rigs" to try CS GO, or even Borderlands 1/2, or DeusEX. In my 20 years of building computers I have never seen so many problems with a motherboard, so clearly a UEFI update is critical for the success or failure of this cpu/motherboard series
No cmos clear, no drivers no nothing, these are AGESA/UEFI bugs that AMD and ASRock need to fix, some are the fault of the ASRock team 99% of the reported ones, and the only AGESA bug I see here is the P-States/XFR/Turbo throttling bugs, cause they are occurring even with turbo off, and watercooling.

How can you say a misconfiguration or odd configuration?

Corsair XMS DDR4 2x16GB or G.Skill 3200MHz 2x8GB with both all mentioned bugs occur
Corsair RM750X and Seasonic Focus+ Platinum 750 again all bugs occur with both
Last thing I kept installed was the OS drive, here we have 3 of them, 960EVO/Lite-On MU-X/Patriot Hellfire again with all of them the same bugs occur.
As far as cooling I tried with bot FX8370/R2400G stock cooler, and with a Corsair H60/H110 and CoolerMaster ML120L RGB no change again
So tell me who in his right mind has money to spend on trying all of these different components?
I have at my disposal 3/4 systems so I can, but not everybody has 3/4 systems, people usually have one
Again stop trying to move the blame on the users when you dont even own the discussed motherboard, its the 2nd time you try to do this

I have to agree with Cristy here. Although I've dealt with worse motherboards, this is pretty rough out of the box.  It's a bit disingenuous to blame the user HifiHedgehog without knowing their build experience. Like Cristy I've built 100's of systems stetching back to the mid 90's and there's obviously firmware issue(s) with this board leading to the throttling. All of the workarounds (so far) are trade-offs rather than solutions. AsRock and AMD need to get this crap sorted out.  No one should have to disable XFR or install esoteric tools and pin processes to cores in effort to (maybe) r reduce stutter. How many budget builders (which these CPU's are targeted at) would even understand this? They would simply see the stutter and assume these chips perform poorly. I've already watched a few newbie YouTube reviews on the 2400G with the reviewer showing the slowdowns happening at random over a stretch of different games and thinking it was normal. This is currently a bad experience for anyone who plays games and should be addressed quickly. 

I'm not sure if I found another bug but if you go ahead and change the RAM CL 1T to 2T in the BIOS, save and exit,  and then re-enter the BIOS to ensure CL 2T is selected it doesn't actually work according to CPU-Z's memory timings listed in Windows. I'm also messing around with Ryzen Master now to change GPU speeds but noticed the idle clock wattage increases if you make changes (not sure yet which setting) using this software. Ideally it would be nice to have the ability to easily (not have to enter HEX codes to change voltages) change the GPU speeds from the BIOS rather than relying on Windows software but maybe we'll get this in a future update. 

All negativity aside,  I'm keeping this motherboard for now as I'm optimistic AsRock will get the BIOS issues sorted out.  There's still a ton of opportunity for AMD to capture the low end gaming / HTPC crowd but we really need some basic things sorted out before I ever recommend these APU's to someone else in good conscious.
