ASRock C236 WSI - No Video Output

Here is my setup: 
Board: ASRock C236 WSI
CPU: Intel Pentium G4400 3.3 GHz Dual?‘Core Processor
Memory: 2 x Kingston 16GB 288-Pin DDR4 SDRAM ECC Registered DDR4 2133 (PC4 17000) Server Memory Model KVR21R15D4/16
Power Supply: SILVERSTONE SFX Series SST-ST30SF-V2 300W SFX 80 PLUS BRONZE Certified Active PFC
Case: SilverStone Technology Premium Mini-ITX / DTX Small Form Factor NAS Computer Case DS380B

I have installed the CPU, memory and connected power to the motherboard however when turning on I receive no video output from either VGA or HDMI. LEDs on the board and front of case turn on, all fans spin and even hard drives spin up when connected, however I cannot get any video output. Is there something I'm missing? 

This is the second ASRock C236 WSI board I have tried, I sent the first one back because I had the same exact problem, only with a Intel Celeron G3930 CPU and assumed the CPU was the issue because I later found out it wasn't on the official compatibility list for this board.

Any help would be appreciated. Thanks.

That RAM isn't listed in the QVL.

Here is a list of RAM modules Kingston has tested with your board:

I don't see that kit on it either.

Most often these issues come back to RAM.

If I boot without the RAM should I still be able to get video output or no?

No RAM no post of any kind I'm afraid. The iGPU also shares RAM with the system.

DDR4 has been a big issue due to the different platforms and the timing between their subsequent releases. Some DDR4 works on X99 boards but not on 100/200 series boards and vice versa. Here we are delving into yet another market segment in enterprise solutions (server/workstation) and even more factors effect compatibility.

QVL lists are an essential tool today where in the past most often all you needed to know was if that particular type and frequency of RAM was supported. These issues began around the introduction of DDR (DDR 266 - 400) and have gotten worse with each iteration (DDR2, DDR3 and DDR4). Now it is essential to check what RAM will work with your board before purchasing, most often on the RAM manufacturer's page as they test more models than motherboard manufacturers do.
