Its been over 15 years since i built anything.  So much has changed.  Can you run this board with just one stick of G.Skill DDR4-2400 8GBx1 RipJaws V (F4-2400C15S-8GVR) RAM or do you need 2 sticks?  My setup wont POST or display video.

CPU: Intel i5-7500 (non-k)
MOBO: ASROCK H270 Pro4
RAM: G.Skill DDR4-2400 8GBx1 RipJaws V (F4-2400C15S-8GVR)
SSD: Crucial BX200 2.5" 480GB SATA III (CT480BX200SSD1)

No requirement to use two DIMMs, one should work fine. Plus that memory model is in your board's memory QVL list, although it just lists multi-channel kits of that model, which does not matter. It should be put in either the A2 or B2 slot.

Do you have a cable from the PSU connected to the 4/8 pin CPU power connector at the top, left side of the board? Must ask since you haven't built a PC in a while. The CPU won't work unless a power cable is connected to that connector. You cannot use a PCIe video card power cable with that connector.

No power supply listed, are you using a modern model?

I have reseated the power cables 24pin and the 8pin (two 4 pin connectors with yellow and black wires).  My PSU is a thermaltake T2 430w for ATX.  I purchased about 3 years ago or so.  I am not using an external video card, just trying the onboard only.  The mobo's dont come with built in spkrs do they?  There are no beeps when i remove the memory all together.

Went out and got a mobo speaker from microcenter.  I am not getting any beep codes.  so i guess this is a bad mobo.

The option in the UEFI/BIOS to enable the POST beeps is disabled by default. You won't get any beeps until that option is enabled. Why they made that choice, and still use it, I don't understand.

I can honestly tell you I have seen many cases where a user thinks their board is DOA, or has an issue, gets a replacement, and nothing changes. I can't guarantee that will be your experience, just an FYI.

I looked up your PSU, you are using the correct CPU power cable.

Very difficult diagnosing new PC builds via messages like this. Was the PC case you are using used with another board? My point is sometimes mother board standoffs used with a different sized board are in different locations, and can short circuit contacts on the bottom of the board.

So what exactly happens when you try to start the PC? Does the CPU cooler fan spin? Power LED on the case light up? Any other case fans connected to the board spin up?

If you have a network cable from an active router plugged into the network jack, do you see any of the small LEDs next to that jack lighting up? You really did not describe what reaction, if any, you get from the PC.

Is your monitor configured to auto select the active signal input, or must be set manually? If you are not using a monitor, some TVs will not show the pre-OS display or UEFI/BIOS display, particularly before a video driver is installed.

You could try clearing the CMOS/BIOS with the jumper at the bottom, middle of the board.

Worst case situation is to try starting the board outside of the PC case with nothing but the CPU and memory installed. Also, did you check the CPU socket for bent contact pins? Those pins, all 1,151 of them, are delicate and easily damaged.

Thank you all for your help.  Here is a quick update, I have opted to get a replacement.

Restatement of Issue:
Power to the CPU fans but no Beeps, POST or Video output

Troubleshooting Steps:
  1. Pulled the motherboard out of the case and only connected power, CPU (+Fan), DVI to onboard video
  2. Reseated both 24 and 8 pin power cables
  3. Tested with Network cable to see if i get any link lights (none)
  4. Tested with single RAM stick in all 4 of slots
  5. Reseated and verified the CPU pins were not bent
  6. Purchased and attached MotherBoard spkr for the beep codes (none, but someone said it was disabled in the bios by default)
  7. Pulled the CMOS battery for up to 10 min (I just found a post on here that said to do it for 4 hrs...)
  8. Switched the Clear BIOS jumper multiple times
  9. Contacted ASROCK tech support that verified the above steps

I don't think it would be RAM incompatibility or a bad stick.  Nor do i think it would be power supply.  I will update again when i get the new board.
