I'm looking to build a 2700x system with Taichi Ultimate. Since one M.2 slot is PCIe 3.0 and the other is only 2.0, will there be problems using the two M.2 slots in RAID 0 as boot drive?

i can see one of my m.2 drives in raid setup so i'll assume they are raidable

as for the Gen2 x4 (20 Gb/s) question not unless your m.2 is faster than 20 Gb/s
