So over the weekend I built a new system. It's plugged in and so far I've had a fair number of head scratchers. Here's a system breakdown of what went into the build:

Put everything together. Check, double checked and verified all components are snug. Powered the system up and the ASRock screen came up with their normal boot up screen:

Press F2 or DEL to run UEFI Setup
Press F6 for Instant Flash
Press F11 for Boot Menu
Press Tab to Switch Screen

Keyboard is unresponsive except I can turn the numlock and caplock on and off. I can't enter the BIOS or get past this splash screen.
All fans and lights work. My DVD opens and closes. Rebooting with a Win 7 disc, Win 10 recovery disc, Linux Mint 18 boot disk and the ASRock driver/utilities disc in the tray does nothing.
No weird sounds, no beeps, no burning smells.

I've tried two different USB keyboards and a HP PS2 keyboard. It's been suggested I get a generic (non-proprietary) PS2 keyboard to get into the BIOS.

What I've tried:

Three different keyboards. The two USB keyboards have been tried in every USB port.

Removed the CMOS battery for about 10 minutes. Put it back in and started it up again.

Removed the RAM from the B1 slot and booted with only 1 stick in the A1 slot. Re-inserted the RAM back into the B1 slot.

The MB has BIOS version 1.60. I've downloaded 2.20 but haven't tried updating my BIOS as I need to be able to get into the BIOS screen to update it.

I'm looking for suggestions on how to get past this splash screen. It'd be great to have a functioning computer but for now I can't even load a disc to get windows or Linux going.

Check that you didn't forget plugging in the 4-pin ATX12V in the upper left of the board.

Disconnect the optical drive from the board and try again.
