Asrock z270 extreme 4 no display or POST

Hello,

Ive just built a new system and im having an issue. The LED on the Mobo will blink when i turn it on, after a few seconds the whole system will restart and will never acually boot. Theres never any kind of display or POST, no signal at all.

The CPU fan header does not work, while the other case fan headers will. Im pretty sure the mobo is not letting the system boot because it does not detect a fan on CPU_fan 1, probably a failsafe so you dont burn your CPU. 

Is there anything i could do to make CPU_fan1 work? I did plug in both PSU cables to the MoBo to power it.

If the board continues to run (fans spinning, board not shutting off) then the board has not entered a failsafe mode. The only safety mode would be if the CPU over heated, and the board would shut off. If the board is shutting off, that is not clear in your post.

How do you know the system restarts? Does it shut off and then start again, then shut off, repeating over and over? If that is happening, then the CPU is probably over heating because the CPU cooler's fan is not spinning. Also, the CPU cooler may not be mounted correctly.

Which CPU are you using, and what CPU cooler are you using? Is the CPU cooler's fan a four pin or three pin fan? Are you sure the fan connector is on the fan header correctly, it only will work one way.

If you are using the Intel stock CPU cooler, we have seen several instances of defective fans on the coolers from the factory, that won't spin unless they get a certain amount of power.

There is no way to make the CPU_FAN1 header work, it either does or it is broken. But we have not yet determined that is is broken. You can connect the CPU cooler's fan to the CPU_OPT fan header, which you can try as a test. Or try one of the Chassis Fan headers.

You've given us very little detail about the PC, so difficult to provide any other advise.

"Booting" a PC means the OS/Windows has loaded and is running. It does not seem that you have installed Windows yet, or are you trying to use an OS installation from another PC? Otherwise the board can only attempt to POST, which may be failing, or not getting that far.

Are you using a video card, or the Intel iGPU?

Please answer my questions so we can understand exactly what is happening.

The board will run for a few seconds, then it will restart, all the lights go off suddenly, after a second or two it starts on its own again and the process repeats. 

Yes, most likley the board is shutting itself off because it does not detect any fan on CPU_FAN1.

Im using an Intel i7 7700k with Noctua's NH u12s heatsink.

I did plug the heatsink's fan to CPU_OPT and it spins when plugged to that header, thus the fan on the heatsink is not the problem. Furthermore my case fans will not spin when plugged to CPU_FAN1 either. Im pretty sure CPU_FAN1 isnt working properly. 

I just dont know if theres anything i can do about it or if i have to go through RMA, although from what you said it sounds i cant do anything about it.

Sorry, english isnt my first language, no, i didnt mean booting. The system fails to POST, or at the very least, it fails to give me any display, as the monitor only displays a black screen, as if nothing was connected to it. (Ive checked the monitor by plugging it into other devices and the monitor does indeed work, it will not recieve signal only from my system).

At first i was using a GPU, an Asus 1070, but as soon as the system was not posting or giving me any display at all i uninstalled the GPU (to make sure it was not giving any problems) and continued with the integrated graphics of the Intel CPU.

Please answer my questions so we can understand exactly what is happening.
