H110 btc with 13 amd r470 4 gb pci problem

I am new here cause I don?�t know who I can ask :/

I have bought a new H110 btc and I tried to set up 13 amd GPUs rx 470
I am using ethos cause win 10 alles only 8 GPUs amd i habe 2 psus of 850 w with psu Adapter.

My problem I need round about 3 h to setup all the GPUs and sometimes more !
Is that a usual time ??? When I am setting up the GPUs I try different ports  black port at first after that the white if the OS  doesn?�t identify the gpu I will change the riser. I have also tried all the how to?�s from asrock and other methods to set this crap up ! 

What I am doing wrong it would be nice if someone can help me out :) le some hints
