Your AGESA support is multiple revision behind. Our pre-X570 motherboard are not working as intended with Ryzen 3000 series. Look at your board here and fix this.

ASRock sent me a beta BIOS 3.41 (AGESA 1.0.0.3AB) for X470 Gaming ITX/ac. It corrected all of my issues! All that wasted time troubleshooting and this was all I needed.
