G41C-GS with Core 2 Quad Q9650 runs @ 2GHz?

   First post on here so don't beat me too bad. 
Anyway I have the G41C-GS with a Q9650 that should run at 3GHz. CPU-Z on finds 1997.17 MHz and the BIOS only shows 2000MHz. I have the FSB1 jumper set for 1333 CPU and DDR3 1333 memory (pin 2 and 3 jumped). I'm running Win10 at 64 bit with 8GB DDR3 ram. Windows Detects all four cores at 3.0 GHz in the device manager. 

Where should I start to get this working?

	OK. I found it. Intel SpeedStep was enabled. I disabled it. The ratio CMOS setting was at 6 for some reason. I upped the multiplier to 9 and now it operates at 3GHz. Ugh. If anyone has this issue I hope my struggle helped.
