Ram speed problem on z370 tiachi

   I have 2x8 G Skill ram rated at 3000 mhz. The most i can get it up to is 2800 mhz. I've tried higher voltage and it did go up to 2900mhz but it was unstable. Any idea what's going on here? When i turn xmp on it seems to just reset back to 2133."edit" I have a 8700k processor.
