Mouse and sound take too long to load at startup

So the problem is, when I boot PC and PC loads the desktop, there is additional 6-7 seconds when my mouse is inactive and also the sound indicator in the system tray is inactive. I don't care much about sound indicator, but only about the mouse.

I searched answers to my question on various forums and found 2 possible solutions, both of them relied on certain options to tweak in the BIOS. But I can't find these options in my Asrock b450 Pro4 motherboard BIOS.

I'm using USB mouse, USB headset and Windows 10 platform.

1) First is to disable so called 'Legacy USB detect', https://www.sevenforums.com/hardware-devices/230916-mouse-keyboard-take-ages-become-active-startup.html

I searched in the BIOS but couldn't find this option. Did I miss it or there isn't such an option at all?

2) To change USB device boot priority. Unfortunately mouse is not listed in the USB devices in the BIOS. All I can find are my system sata ssd disk and portable USB hard drive. I disabled usb hard drive everywhere but this didn't help.

I also tried to disconnect the USB hard drive altogether and restart the computer, but this doesn't solve the problem with mouse and sound taking too long to load at startup.

3) This is not a solution to the problem, but it seems in order to speed up the startup process Windows 10 is loading everything simultaneously at startup, not one by one. Does anybody know possible solutions to this problem? I still think it can be fixed because I used this system with my old sata ssd disk and didn't encounter this problem. The problem started after I connected the new ssd disk. Right after connecting the new ssd disk my wifi adapter and headset stopped working. This seems to be a frequent problem after connecting a new ssd. After turning off the pc and reconnecting the sata cable on the new ssd and restating the wifi adapter and headset connected. Then I cloned my system to new ssd and switched the two disks sata ports to switch boot priority. Now I have this problem with the mouse taking too long to load at startup. I think the new ssd messed something up in the BIOS? I tried to reset BIOS (directly from the BIOS, not CMOS clearing) but this didn't help.

The mouse is not seen in the bios USB device list. The boot priority sees bootable devices!

In my bios i also have no "Legacy USB Support".
Just under Advanced\AMD PBS\Win7 USB Wake Support, which is disabled.

You can choose another USB port, a USB2.0 port for the mouse.
Check under windows device manager, on which port the mouse connected.

Under Advanced\AMD CBS\FCH Common Options\USB Configuration Options
you can look, what you can configure. You should look for the entry related to the used mouse USB port.

Sorry, i cannot explain more, i am not in the bios, but these are the things i would look for.

I choose another usb slot for wi-fi adapter and it worked. Now even with the external hard drive connected the mouse and sound problem at startup disappeared.
