X99 WS - Power On and POST Fail

In January 2016, I built two new PCs with identical parts, using Asrock X99 WS motherboards.  Running almost every day for two years now, PC#1 works perfectly; never any problem.  PC#2 has had an occasional power on problem after a full power off, shown by no response when pushing the power on button.  When that happens, I shut off the power supply and disconnect the power cord, then wait a while before reconnecting power and then PC#2 will start and run normally.

Now, that does not work.  Now I have to leave PC#2 unplugged a long time before the power button will power on.  Then during POST the process stops with a debug error code b2 (or 62), and a red LED by BIOS_A.  After a while the code changes to 99 for a moment, then the motherboard will beep once, and the debug lights will go dark, and the computer just sits there running, doing nothing.  All the while, the monitor display remains black in power save state.  Meanwhile, PC#1 with exactly the same components and configuration, runs perfectly.  No changes have been made to PC#2 hardware or configuration recently, so it's a mystery as to why this power on and POST problem is happening now.

One thing I tried was to clear CMOS using the button in the I/O area (after power cord and all cables unplugged).  After doing that, then power on, the POST stopped again at b2 (or 62), then after a bit changed to 99 and held there for a while, then the display came on and the system went into Setup.  I compared all PC#2 settings to settings on PC#1 and made one setting change (boot beep on), then Save and Exit.  PC#2 shut off, with the motherboard reset and power buttons lighted red, along with the red LED by BIOS_A.

When I pushed the power button to start back up, no response, the computer did not start.  After turning off the power supply and unplugging power, the motherboard power/reset/BIOS_A LED lights went off within a minute.  After letting the thing sit for a while unplugged, and then reconnecting power, the PC started on push of the power button, but the routine was same as before.  POST stopped at b2 (or 62).  After a while the code changed to 99 for a moment, then the motherboard beeped once, and the debug lights went dark, and the computer just sits there running, doing nothing.  Pushing the Reset button replays this routine.

Any ideas as to what may be causing this behavior, and how to fix it?  I need this computer working for next week, so I hope to get it operational this weekend.  All advice is greatly appreciated.  Thank you!

Did you resolve your problem. I have a very similar issue. I left for vacation two weeks and the machine won't power on. Same configuration as yours. The extreme6 x99 could never recover from sleep so I never used it, but shutdown would work, now it doesn't work at all. I removed all components and it still does not boot. I'm talking about no power at all, but I was able to verify the Powersupply works. There's definitely a problem with these MB with power on/off and I wish someone would respond.

Same here, it would not start after being off a week over Christmas, but left connected to power, although identical PC#2 started no problem.  The new plan is to disconnect the power cord anytime the PC is off, even though it's on a high-end UPS. 

So, the latest:  After removing the three devices in PCIE slots, then re-seating them, and reconnecting all power/data cables to those devices, the PC started, passed POST, and booted into Windows.  On a running restart, I got the same result.  So far so good.  With the PC running now, I am needing to get some work done, so I haven't risked a full power off and power on test using the power button.  I'd like to see if that still requires disconnecting power and waiting a while, but until I absolutely have to turn the thing off, I'm just going to leave it on and not chance it.

Based on my experience, the only advice I can offer is to 1) try letting it set a while with the power cord and any other powered devices disconnected, then reconnect and power on, or 2) try clearing CMOS along with #1, and lastly, 3) disconnect and reconnect all motherboard devices and cables, maybe one at a time to try to identify which one is the problem, if any.  In my case, I still don't know what the problem was/is.
