i can still access external drive after unplugged?

Hello again, it's been a year without problems.. until now...

I unplugged my external SSD, pulled out the usb cable (not eject method). SHut down computer.
Now when i restarted my computer, without the drive being connected physically, the drive is still  there in File Explorer and I can access all the files!!!

when i try to eject i get this message but i don't know what it means because i am not running anything since I just restarted the computer?

Current Configuration:

windows 10
X99M killer BIOS 3.0
i7 6800K
Plextor M8Pe 512 GB  M.2  PCIe 3  X4
Corsair Vengeance LPX 32GB (4x8GB) DDR4 2400MHz CL14 Quad-Channel DIMMs - Black (CMK32GX4M4A2400C14)
EVGA GeForce GTX 1070 SC Gaming ACX 3.0 Black Edition 1594/1784 8GB GDDR5
08G-P4-5173-KR
Samsung SSD 850 EVO 500GB  external

WTF is right. What enticed you to not choose to properly eject it?

Device Manager > View Hidden Devices > Uninstall the external drive and reboot afterwards.
