Can't go beyond base frequency with TRX40 Taichi

Good morning everyone:

I have a problem that is driving me crazy because I am not able to solve it.

It turns out that I have realized that the cpu is not going up from the base frequency at any time. It seems that I have the voltage set to 1.1V (1.050 when I set the offset to -50) and the frequency to the base frequency 2.9Ghz.
I have noticed because I have set the fan profile so that they rotate at high rpms with temperatures above 65 degrees and it is usually heard, but since normally it did not reach those temperatures, it may have been like this for a long time and I have not noticed. I usually do virtualization stuff with multiple virtual machines, which doesn't usually get too hot. The point is that I went to use a handbrake, that some time ago it heated a lot, now it doesn't heat too much even i'm using air cooling (Noctua NH-14S TR4-SP3, with a second fan that I put on it later).
I have done the following tests:
-I have tried to compress files with 7-zip (lzma2), with 1 thread, 8, 32 and 64 and in no case it does increase frequency or voltage. Looked at with both LibreHardwareMonitor and HWInfo.
-I have put several handbrakes in parallel with h265 and it does not go up either.
-I have put prime95 and here and it takes it to 78ºC, and it says that it is consuming 400W of power. The surprising thing is that I have it configured by PBO (not to overclock but for setting the limits) with a limit of 250W and a maximum temperature of 68ºC (to keep it cool even in summer). Come on, it's not paying any attention to the PBO. It crosses the limits where it wants.
-I have loaded the Defaults in the BIOS. I have even powered off and hit the Clear CMOS button
-I have tested it both on Windows 10 (monitoring with LibreHardwareMonitor and HWInfo), and on linux (ubuntu 21.10) monitoring with gkrellm and stressing it with stress-ng
-I have uninstalled the Ryzen Master and the Adrenaline from the radeon (because of what TomsHardware said was happening with the Adrenaline software).
-I have tried with fixed frequency and voltages that works (but it's not what i want)
-I have downgraded the motherboard BIOS, from 1.70 to 1.60 (with 1.60s I remember that I processed a few things with handbrake and everything was fine).
-I've done a clear CMOS again.
-I have tried with the default values. Without configuring the PBO or anything.

I think I've tried something else that I don't remember, but I'm running out of ideas.

The system is:
Motherboard: Asrock TRX40 Taichi
Processor: Ryzen Threadripper 3990X
Memory: Corsair Vengeance 8x32GB 3200Mhz 16-20-20-38 (1.35V)

I can't think of anything anymore.

I've discovered that pushing reset button in Ryzen Master solves de problem in windows (until next reboot).
I don't know where but it seems there is some data stored somewhere that avoid boost and when Ryzen Master reset that data, boost works.
What can i do to solve the problem without the need of ryzen master (i usually use linux, not windows).
