All rear USB ports failing intermittently

   Windows 10 x64 /  Intel Core i7 4790K / ASRock Z97 Extreme 4.

From time to time, the rear USB ports are failing, that is, they are turning on and off intermittently.
As a result, the devices connected to these ports are being got on and off constantly.
This seems to be an energy problem.
Strangely enough, this does not happen with the 2 front USB ports.
How to solve this?
