Z370 Extreme4 lights come on but no display/post

First time building in years. I've assembled the setup outside of the case to make sure it works. The blue lights on the board turn on and stay lit until I power down when I flip the power switch on my PSU, but the 4 pin CPU fan does not come on, and it doesn't appear to start POST or send any image to the display.

I can't find this particular problem listed in any threads, so I hope someone here can provide some direction.

Setup is:

Mobo:  ASRock z370 Extreme4
CPU:  i7 8700k
CPU fan:  Coolermaster Hyper 212 EVO
PSU:  Corsair CX650M
RAM:  G.Skill NS series 2400 speed 8GB stick x2

Some notes: I have checked the CPU connection as well as the 24 & 8 pin power connections from the PSU. I've tried different RAM configurations as well (as indicated in the board's manual) and tested the video connection via both VGA and HDMI.

This seems like a pretty low-level failure to me, maybe CPU related, but I don't know.

Any advice on what to test next?

Turning on the PSU will not power up the mobo, it will sit in standby mode until the front panel power button is pushed.
Did you connect a small pushbutton switch to the proper system panel header pins ?
Check your manual, it should be on page 21 (if the online pdf and your manual are the same).
I use an old reset button ripped from an old case just for that purpose.

Cry I've the exact same case, power on the PSU and the MOBO lights turns on, but once I push the power button it powered on normally and the funs run.
but also no display or post check appear, no "Bee" from the PC speaker.
I did try the reset CMOS step, my next step tonight will be disconnect everything...... oze

my solution was disconnected everything first including CPU and reset cmos again.
