What the hell is with the BIOS Update download?

Actually there is only one file for BIOS on the download page (https://www.asrock.com/MB/Intel/J5005-ITX/index.de.asp#BIOS or https://www.asrock.com/MB/Intel/J5005-ITX/index.asp#BIOS).

It's version 1.40. Okay, this seems to be the latest version.

There is only the Windows version available ("J5005-ITX(1.40)WIN.zip").
Why is there no "ROM"-File?

Why is the actual Windows version different to the version a few day ago?
Now there are 8 files in the directory "GLK-ITX(P1.40)FPT" of the zip-archive. In the old version there was only one executable file ("GLKITX140.exe") in the zip-archive.
The "EXE.nsh" in the new zip-archive seems to be wrong, because its content is "FPT.efi -F GLKITX1.30"! As you might imagine, there is no file "GLKITX1.30" but only a file "GLKITX1.40". So it seems, that this EIF-Program will not work (because it will not find the BIOS ROM).
The Windows script "EXE.BAT" seems to be correct because it contains "FPTW64.exe -F GLKITX1.40" and so it has the correct BIOS ROM.
But why are the two flashing tools, "FPT.efi" and "FPTW64.exe"? Will both flashers be used always? Or when will they use the Windows flasher and when the EFI flasher?

Why do they have the link for the BIOS(TXE) update procedure still on their website? IMHO there should be no new update of TXE in version 1.4 (since TXE FW version 4.0.0.1245 was already in BIOS 1.30), but they still have it in the description.

And why do they not recommend to run a BIOS update if everything is running normally? The BIOS has a new microcode (like the description is telling us) and hence the update should be done by everyone. Since at least Spectre, Meltdown and Co. we all expect microcode updates from the CPU producers, packed in the BIOS updates of the mainboard producers!

P.S.: Of course, it's not a BIOS ROM, since it can also be written.
