No POST on X399 Taichi

I recently bought a quite new (2019) ASRock X399 Taichi. The other installed components are:
TR 1920x cooled by a Noctua cooling tower with 140mm fan, 2x 16 GB G.Skill Aegis 3000Mhz, Corsair CX750, Asus GeForce GT 710.

I bought the X399 assembled with CPU and RAM. And at the time the components were removed from the other cabinet, they were in full function and sent to me.

I assembled the new combo in my old ATX Cabinet with all parts, including a new WD Blue NVMe SSD disk (Ultra M.2)
Everything should be great, but no matter what I try, the Beast won't POST. With power on "1" on PWS, and I press "Power" on the board, I only get a quick "blink" from the LEDs above the gear-shaped decoration on the X399 Taichi motherboard.
Nothing else, no light in the two-digit error display (Dr. Debug) - shows no error code.
The video card doesn't send any signal to the monitor. No fans spinning, not even the fan in Powersupply
(so the power supply does not receive turn on signal)

I tried to remove the motherboard out of the cabinet, and Power the board outside the case resting on the motherboard box. The same result.

Additional info:
Tried different combinations for connecting 8 pin and 4 pin CPU power, including different PWS (also tested Antec PWS)
Newer used PCI-e connectors.
It has been possible for me to flash BIOS with version 2.30. I followed the instruction in the manual, and the led's behaved as described.
RAM blocks in A2 and B2.
I have tried different power supplies, which all are new, and now also tested. I also tried to clear CMOS.

I have trawled the internet, including this nice forum for solutions. I have found some similar cases, but not quite the same, and no explicit solution.
So I hope you guys can help me. I start with these questions:

What is the minimum basic config. where I should get POST, fans spinning and light in the two-digit error display?
(with minimum I mean, the least number of components. For example, I don't need GPU and SSD disk for POST - right?)

Any general suggestion to get my project running? I have hoped to use this nice combo Lightroom and Photoshop, and some video editing.

I dont know. Possible incompatibility with old GPU maybe?
