B450M Pro4

   Just got a B450M Pro4

The fans are not spinning and no post at all. NOTHING. 

I'm not a big user of ASROCK mother boards. So when the fans are not spinning is that mean CPU is bad?  I do not have another CPU to try. 

I even removed all RAm and my GPU. Still nothing at all.
