New ASRock X470 Master SLI/AC Stuck in Bootloop

I am building a new PC with the following parts:

ASRock X470 Master SLI/AC
be quiet! Dark Power Pro 12 1200W PSU
Team T-Force Vulcan Z 16GB RAM (2x8GB)
Kingston A400 120GB SSD 2.5??
AMD Ryzen 5 3600
MSI Nvidia GeForce RTX 3060

When I boot the motherboard, the red light turns on and blinks, the fans on the CPU cooler and GPU begin spinning, but nothing appears on the display, and after about 11 blinks of the red light it shuts off, reboots, and repeats.

I have tried resetting the RAM, I have put each RAM stick in each of the four slots in all different configurations. I unplugged all the storage units attached to it. I tried taking out one stick of ram and just putting one in each of the four, as well as tried booting with no RAM. I tried unplugging the GPU from the monitor but the reboot loop keep happening. Does anyone have any ideas?

After some research, it seems as though it may be an issue with either RAM speed or BIOS version. I don?™t currently have an older CPU to use to update BIOS, is there any way to update without it? Should I try using lower speed RAM? Any additional ideas would help tremendously.

According to CPU support Ryzen 3600 supported from P3.30 bios, so it's quite possible that yours is lower. There is no way to upgrade bios on unsupported CPU. Maybe you can ask for help in local repair shop to temporary use one of their old CPU.

Maybe go to your local PC shop if you don't have any friends with older AM4 processors and see if they can update the BIOS for you ... or ..
