No post. DRAM and CPU lights on.

I've swapped all the RAM slots around while resetting the CMOS and no dice. This is the second board that's doing the exact same thing and It all is compatible. B450M boots no issue with all the listed hardware.

MOBO: WiFi x570 steel legend
CPU: ryzen 5 2400G VeGa
DRAM: ddr4 Corsair Vengeance 2666hz
PSU: 650W Gold
GPU: RTX2060 MSI

I'm going to try and boot it out of the tower and try playing with the ram but the lights have been pretty solid while trouble shooting on both the first board I got from Newegg and their current RMA board.

Help is much appreciated!

does it post without the discrete video card? Plug your monitor into one of the the motherboard video outputs and see what it does.

I tried that and I still get no output. CPU and RAM lights still shine. I've even tried no M.2 and still no bios. I've even tried my old gtx960 and that works for sure on my B450M. Still no boot or output. Unfortunately I don't have a buzzer to diagnose beep code.
