PC won't reboot after installing Win10

I decided to reinstall Windows 10 on my corrupted PC. It is the same version I installed last year that worked fine. The installation worked fine. I got through the basic information, created a user name and password. Windows did the final reboot and the PC screen stays blank. The PC lights remain on and I can hear the machine running but nothing on the screen. Rebooted manually windows logo on screen, normal time circle, machine boot sounds start and then I get the "No signal going to power saver made" This is a first for me. Checked BIOS and turned off "Fast Start", insured starting from correct HD, removed all other HD's from BIOS. This is a ASRock X370 Taichi motherboard a AMD CPU. Have used this PC for over a year without any problems. Have also tried multiple HD?™s without success. When I initially installed this version of Win10 did not have any problems. Please give me some solutions, suggestions, etc. Really frustrating.
Tried to boot into Safe Mode and still do not get Windows to boot on screen. I get the same result as before. Cannot figure out the problem

i think its csm setting in bios try load defaults and make sure u have the latest version of windows 10 downloaded and use the latest windows 10 media creation tool from microsoft website to make your win 10 media

make sure secure boot is disabled as it embeds the old win 10 keys into bios if your using diff win 10 it wont boot...
