Laptops and Macs tend to have shorter routes for power to their USB ports than
PC motherboards, they also typically push more power because laptop manufacturers
and Apple expect people to use hubs and dongles due to the small number of ports
compared to a PC desktop. I am sure you are painfully aware of Mac dongle madness .

Make sure the hub is detected by windows and it's drivers are properly installed.

Aside from those possibilities, I can't think of any other reason it wouldn't work.
If your hub has a "to host" port it may be worth connecting both that and the
attached cable to the PC and see if that makes it come to life properly. Your
rear IO USB C port may not have enough power to properly initialize the hub and
dock.

External drives are notoriously fussy about signal strength and power droop.
Try both the hub and the SSD with the shortest USB cables you can find. That should
help rule out signal degradation/power droop. I have dealt with issues caused exclusively
by low quality or overly long USB cables many times. External drives are particularly
fussy with this.

The dock is not a simple splitter/passthrough device, it has it's own firmware and
additional hardware. From what you are saying the dock seems to be having compatibility
issues with your system.

I sympathize, based on what you have said in your posts I can only assume you are
navigating a dual ecosystem where you are trying to utilize mac and windows devices
together. This has been problematic since the beginning.

See what ASRock says when they reply your ticket. If nothing useful you may need
to look at getting a TB5 add in card for your system. Most windows users don't
use docks, that is more of a mac thing so as a result, not many motherboard manufacturers
put any effort into supporting them. ASRock does have a TB4 add in card if TB5
is not critical for you, otherwise things get expensive. As far as I am aware
ASUS and Gigabyte TB5 cards won't work due to proprietary headers being required.

It's always difficult troubleshooting things like this, essentially you are
troubleshooting 2 devices with no idea which one is causing the issue. Mac
TB implementation is not the same as PC, even within PC, laptop TB implementation
differs to desktop TB implementation. This is one of the primary reasons I used
to encourage clients to use a single ecosystem for their IT needs, compatibility
between Mac and PC has always been an issue, Apple likes to keep people on their
ecosystems and as a result tend to deliberately make compatibility problematic.
The advantage is that compatibility within their ecosystem is second to none
where PC users often suffer compatibility issues even within the same ecosystem.

Sorry I couldn't offer more useful assistance.

It may be worth booting a linux distro from a flash drive and seeing if it works
under linux to rule out OS and drivers. I am afraid aside from that I am out of
ideas. I don't work at ASRock so I don't have access to a comparable system to
test with and do my own troubleshooting.

I can think of two relatively quick things to try:

1: Clear CMOS using this method, 10mins should be long enough to "unfreeze"
the controller firmware.

2. Try disable tunneling in your BIOS if the above doesn't work.
